World Armsport Federation
To All WAF Member Countries

This letter is to formally explain the situation concerning the venue for the 1998 World Championships.

Firstly in India (1997) at the WAF congress meeting 28 countries unanimously voted to hold the 1998 World Championships in Thunder Bay, Ontario, Canada.

Attempts were made to move the World Championships to Cairo, Egypt but at a meeting of the WAF member countries held on 10 June 1998 in Lithuania with 23 countries present, 22 out of the 23 voted to uphold the original WAF congress vote to hold the World Championships in Canada. One country abstained due to language difficulties.

Furthermore the final authority for approving the venue for a World Championships and congress is the Executive Committee. (As WAF Constitution, page 8 article II section X., "The Executive Committee is the authority who is finally, responsible for approving the venue for a World Championships and congress").

Also the Majority of the Executive Committee as of June 1998 support Canada's bid. So the official World Championships will be held in Thunder Bay, Ontario, Canada.

Regardless of where Mr. Bob O'Leary, or Mr. Das suggest it will be held.

I will also remind you of WAF Constitution page 8 article II section TI (the Continental Federation whose members have been elected President and General Secretary of WAF by the WAF Executive Committee are to each nominate another member to the Executive Committee to act as a voting member and full fledged member of the Executive Committee of WAF. This is to compensate for the President and General Secretary of WAF not having any voting rights on the Executive Committee other than in the case of a tie in votes. Such nominations can take place only after the Executive Committee of WAF has voted in the President and General Secretary).

The fact is that Mr Bob O'Leary and Mr Das do not hold a vote on the Executive Committee. Therefore Mr O'Leary and Mr Das have no authority to change the venue for the World Championships and congress, which has been democratically voted on in an official WAF congress meeting of the WAF member countries and supported by the majority of the WAF Executive Committee.

Therefore the official 1998 World Championship will be held in Thunder Bay, Ontario, Canada.

Yours sincerely,

David Shead
