Meeting held on 30th & 31st January, 2007 as per schedule. The resolutions
are as follows:-
Mr. Bibhuti Bhusan Jethi, on behalf of Indian Armwresstling Federation and
Mr. Sharat Ch. Sharma & Mr. Balwinder Singh, welcomed all members. He
appreciated the initiative of Haryana Armwrestling Association for
conducting the Nationals and other arrangement made by them to make this
National a grand success.
Mr. Balwinder Singh and Mr. Bibhuti Bhusan Jethi proposed the name of Mr.
Bimal Kumar Chanda to preside over the meeting and seconded by Mr. K.
Sharat Ch. Sharma.
Mr. Chanda in his speech appraised his gratitude to all members for
honouring him to preside over the meeting. He wholeheartedly welcomed all
members in this championship and praised the organizers, the members of
Haryana State Armwrestling Association, for their hard work to make this
championship a memorable one. He has requested all affiliated units to
keep close contact with the IAF Registered Office to get up-to-date
information around India and abroad.
AGENDA- 2.- The minutes of last year’s annual general body meeting read
out before the members present and after elaborate discussion the minutes
has been passed unanimously.
AGENDA- 3.- Reports of Mr. Balwinder Singh, Mr. K. Sharat Ch. Sharma and
Mr Bibhuti Bhusan Jethi- In their reports they told that they have tried
so many times to hold the IAF meting and Election before the National
Championship and for conducting the same, they were ready to pay to & fro
Railway fares, Hotel arrangements and food to all State Secretaries and
Presidents. But in spite of their repeated request, maximum number of
state has expressed their inability to join the same. So there was no
other alternative but to conduct the meeting and election at the venue of
National Championship- 2007 and it was agreed to hold the same, two days
before the championship, as every state secretary will be able to join.
Still some of the state secretaries, without giving any prior intimation,
have not attended the meeting. They pointed out the same and asked for the
opinion of the members. The members present in the meeting was unanimously
agreed to continue the meeting with the members present and also agreed to
wait for remaining members upto 31st evening to hold the election. It was
also decided that if the remaining members are unable to present
themselves till 31st evening then the election will be held as scheduled
in presence of the members present in the meeting.
Mrs. Dipali Nandi, General Secretary of Bihar Armwrestling Association was
welcomed in the Nationals as new affiliate. She is a well known sports
personality. IAF will extend full co-operation regarding promotion of
Armwrestling in Bihar state.
Mr. Sharat Ch. Sharma requested all members to follow the IAF Constitution
strictly. He also opined that we need amendment on some of the articles of
our existing Constitution and for which the members have to send their
views / opinion at the earliest, especially on Article 4 and Article 9 (g)
and (p) etc. We must get the suggestion from the members on the points to
be amended within 6 months time, so that the same to be placed before the
General Body members at the time of next Nationals in 2008.
AGENDA- 4.- Election of IAF Executive Committee Members –
As per norms the election of IAF Executive Committee Members held and the
following members has been elected for the terms of four years from
January, 2007 to December, 2010.

AGENDA- 5.- Recognition matter - After elaborate discussion it has been
decided that all state secretaries should take initiative for recognition
of our game. It has been pointed out that the state associations not yet
registered under societies act. and not recognized by their respective
state sports council & state Olympic association, should immediately apply
for the same and must send their registration certificate to IAF
Registered office for record. All state secretaries have also been advised
to send reports of their associations with results, photos, paper cuttings
of state championship for the last 3 years. They should send the name of
their district associations affiliated with them along with name, address
of the Executive Committee members of the district associations and state
associations. If we get all the details from the state associations and
the associations develop their activities then there will be no reason
why our game will not be recognized by the Ministry of Sports, Govt. of
India. We also have to take initiative to create funds for the same.
AGENDA- 6.- Organizational deliberation – It has been pointed out by the
members that our state associations must organizationally be very much
strong and for which they have to be more active. They should take
initiative to get new affiliation of the district which has not yet been
affiliated to them. The number of championships to be increased and to
keep close contact with the distinguished and most influential persons of
their respective state.
It has been resolved that the defaulters of sending the state associations
report, will not be allowed to participate in the National Championships.
The necessary report with full details must reach to the IAF Regd. Office
within 2 months i.e by 5th of April, 2007.
Decision taken that the Nationals to be conducted in main location of the
city / town where there is direct connection of Mail / Express Trains from
different parts of our country, to facilitate the members to reach
comfortably.
All state associations are advised to open email ID immediately and send
the same to IAF office. Because it is very essential to get up-to-date
information of our game worldwide by the states and it is less expensive
than the letter sent by post. There is no chance of “Not Delivered” and
within no time it will reach in your hand.
It has been pointed out that the games which are not yet recognized by the
Govt. of India, Ministry of Sports, get Railway Concession. So we must get
the information and try for the same. The house has requested Mr. Bansi
Lal Thapa of J & K and Mr. Laxman S. Bhandari of New Delhi to get the
information at the earliest and send it to IAF for necessary action.
It has been resolved, after elaborate discussion, that the IAF Officials
should have Dress code (like Referees and Competitors) to have a better
look and uniformity. The Official’s Dress will be applicable strictly on
all Officials from the next Nationals. The Dresses, as agreed unanimously
by the members, are as follows:-
White full sleeve Shirt, Black Trouser, Cherry colour Tie ( Tie will be
given by IAF with monogram), Black Shoes, White Socks and Blazer will be
in Royal Blue or Deep Blue in Colour. It is the duty and responsibility of
all State Secretaries to make sure that their Officials, Referees and
Competitors are in well dressed, disciplined and co-operative.
AGENDA- 7. – Bids for Senior and Junior Nationals 2008 & 2009. - Bihar
Armwrestling Association given bids for 2008 Senior and Junior Nationals
with Masters and Disabled and has been accepted by the house. They have
confirmed that the 2008 Nationals will be held in Patna, Bihar in the
month of May 2008. Second bids for 2008 has been given by Manipur
Armwrestling Association, if in any reason Bihar A.A. fails to conduct the
same. It has been decided and agreed by the Bihar A.A. that they will
confirm in writing by May 2007 along with Rs.3000/- as Licence Fee
(non-refundable) and will deposit Rs.50,000/- to IAF as Security Money.
The Security Money to be deposited 3 months before the championship, which
will be refunded to them if they conduct the championship as scheduled,
otherwise the said money will be forfeited and handed over to the state
association conducting the championship in place of them / within the
stipulated time.
Bids for 2009 Senior Nationals has been given by Manipur Armwrestling
Association and for Junior Nationals by Armwrestling Association of New
Delhi. Bids for 2010 Senior Nationals in Cuttack, Orissa.
AGENDA- 8. – Accounts - The IAF Accounts for the last 3 years, duly
audited by M/S. K. C. Bhattacherjee & Paul of Kolkata, has been handed
over to the members and accepted unanimously.
AGENDA- 9. – Appointment of Auditor – M/s. K.C. Bhattacherjee & Paul of 2,
Church Lane, Kolkata has been appointed as auditor.
AGENDA- 10.- MISCELLANEOUS -
(a) – It has been resolved that a Technical Committee be formed as
under till next amendment:-

(b) – It has also been opined that in next Nationals we must form
Sub-Committee as follows:-
(i) Coaches Committee.
(ii) Disciplinary Committee.
(iii) Referees Board.
(iv) Recognition Committee.
(c) - The house has adopted a resolution that the Affiliated States
have to send minimum of 8 (eight) Competitors to participate in the
Nationals. Failing which the state association will not be allowed to
participate and their affiliation will be cancelled.
(d) The State association conducting Junior Nationals separately –
should conduct Disabled, Masters and Youngsters together from 2009.
